Harold Silverman proposed a one-story planned retail center on the former Berns Trailer Park and adjoining land. The approval allowed no more than 66,126 square feet and required coordinated final-plan review, landscaping, lighting, signage, a 50-foot Colerain Avenue right-of-way dedication, at least 5.5 parking spaces per 1,000 square feet, future access to the adjoining savings-and-loan site, relocation of frontage parking, Clara Avenue access improvements, and protection and screening along the south property line.
The record documents extensive resident opposition concerning displacement of mobile-home households, as well as traffic, stormwater, access, and adjoining-property issues. The original final plan was approved in August 1988 and its building footprint was revised in December 1988. Later actions addressed temporary grand-opening signs, a sign-approval extension, erosion and retaining-wall concerns, fencing, and the 1994 removal of three parking spaces for an access easement and accessible-parking changes.
MOD-99-3 authorized a major redevelopment of the Crossings of Colerain planned-retail site. The plan integrated the former savings-and-loan parcel for parking, removed approximately two-thirds of the existing center, relocated stormwater detention underground, and allowed an approximately 68,450-square-foot supermarket within a maximum 86,535 square feet of retail floor area.
Resolution No. 43-99A carried forward the original Case 1-88 framework and added final-plan, right-of-way, parking, access, screening, landscaping, lighting, signage, drainage, and continuing-maintenance requirements, together with two 11-foot setback variations.
The consolidated record also preserves the 2000 referendum materials and later 2003, 2016-2018, 2020, and 2021 plan administration; those later actions are indexed separately.
MOD-21-2 added a small portion of former Groesbeck Park property to the Crossings of Colerain planned-business district so Caliber Collision could expand its screened vehicle-storage area. The revised preliminary plan included an approximately 0.145-acre expansion, retaining wall, fencing, landscaping, and related site work.
Resolution No. 40-21 corrected and replaced the earlier Resolution No. 20-21. The final plan was approved with requirements addressing screened storage of wrecked or inoperable vehicles, additional park trees, exterior lighting, coordination of vegetation clearing, placement of the retaining wall on the applicant's property, vegetative buffering, and submission of a revised plan. The approval also retained variations for fence height and a zero-foot landscape buffer.
