The application proposed a 6,943-square-foot first-phase medical building, expansion to 19,358 square feet of medical office space, and a separate 7,500-square-foot professional-office building. The one-story buildings were to have a residential character, with a single Springdale Road access and landscaped buffers adjoining the residential properties.
County staff and both planning commissions recommended denial because the existing residential zoning was considered reasonable and the request could encourage additional nonresidential development. The County Commissioners approved the plan after finding the office use compatible with the Springdale Road area. Resolution No. 931 capped floor area at 26,858 square feet and required coordinated access, right-of-way dedication, sidewalks, landscaping, lighting, signage, compatible elevations, and final-plan review.
