The application originally proposed 240 two-bedroom condominium units on private drives with one Cheviot Road access. Review centered on density, neighborhood character, traffic, sanitary sewer and drainage, and the planned Kissel Connector between Cheviot Road and Colerain Avenue. The proposal was revised to 192 units before the public hearings.
The Regional Planning Commission recommendation was recorded as denial because an approval motion did not receive the required four affirmative votes. The Rural Zoning Commission recommended a 126-unit plan. Continued negotiations among the applicant, neighborhood representatives, staff, and County officials produced a 160-unit plan, which the County Commissioners approved through Resolution No. 917. The resolution also governed connector-road dedication and construction, unit distribution, Cheviot Road landscaping, buffering, signage, lighting, circulation, and final-plan review.
