John T. Brown sought to rezone approximately six acres along Colerain Avenue for a planned retail center containing a supermarket and satellite stores. The original plan showed a single approximately 44,000-square-foot building, front parking, rear service access, two Colerain Avenue driveways, perimeter fencing, and landscape buffers adjoining residential properties.
The Regional Planning Commission recommended conditional approval, but the Rural Zoning Commission recommended denial because of building placement, topography, screening, and drainage. The County Commissioners approved the case after the Sanitary Engineer found drainage could be resolved. Later records cover Fisher Foods and Gray Drug plans, Dunkin' Donuts cross-access, a Shutterbug kiosk, and a 1989 seasonal Tropic Shop request on the Big Lots property.
