Midwestern Community Builders proposed a coordinated residential community on the former Powell Crosley Estate opposite Northgate Mall. The original application included a retail-business component along Colerain Avenue, but that portion was withdrawn before final action. Resolution No. 392 approved the planned multiple-residence district for no more than 850 dwelling units arranged in no more than nine architecturally distinct villages. The governing conditions addressed access, sewer and drainage review, building height, tree preservation, recreation, parking, pedestrian circulation, and the relationship among the villages. The record documents phased approvals for Villages I through IX, later access and sidewalk studies, the Village III condominium-versus-apartment dispute, unit redistributions, and final plan modifications. The 1994 Village VII approvals completed the planned 850-unit village program.
