Regional Planning Commission staff recommended conditional approval, but the Commission voted to recommend denial. The Rural Zoning Commission also recommended denial after the Township hearing and extensive neighborhood opposition. The applicant withdrew the case before County Commissioner action, intending to reconsider the site plan. The record therefore created no approved zoning amendment, final development plan, or grandfathered Planned District.
