U-Haul sought to combine its existing retail-business frontage with vacant residentially zoned land at the rear of the 4.967-acre property. The planned activity center included truck and trailer rentals, tool and equipment rentals, trailer-hitch sales and installation, minor vehicle maintenance, approximately 300 individual storage rooms, and a proposed service building, with new circulation, drainage, security, lighting, fencing, and perimeter landscaping.
Resolution No. 709 prohibited major vehicle repair, barred rental-vehicle parking within 50 feet of Colerain Avenue, required low rear lighting, limited storage access to 8:00 a.m.-8:00 p.m. Monday-Saturday and 9:00 a.m.-5:00 p.m. Sunday, and required an eight-foot screened security fence. The 1985 final plan retained the fence but replaced its slats with improved landscape screening. A one-year construction extension was approved in 1986. In 1990, a modified final plan changed the storage-building configuration and eliminated the repair building; approval required deletion of 32 storage units along the north property line.
