M. Middendorf proposed Wellington Woods on a wooded, topographically constrained site at 7600 Cheviot Road. The original application sought approval for 48 two-bedroom condominium units in four 12-unit buildings. Both the Regional Planning Commission and Rural Zoning Commission recommended denial, finding the proposal inconsistent with the Cheviot Road Corridor Plan and excessive in intensity for the site and surrounding residential area.
After the Township Trustees endorsed a lower-density concept, the Board of County Commissioners approved the rezoning despite the unfavorable recommendations and limited the project to 36 units. Resolution No. 834 required improved parking circulation and landscaping, construction fencing, a single limited-size identification sign, a 40-foot unpaved eastern landscape buffer, 20-foot separation from residential districts, detailed final plans, and agency compliance. The Rural Zoning Commission approved the 36-unit final development plan 5-0 on March 15, 1990.
