Midwestern Community Builders proposed an integrated planned retail center on approximately 17 acres along Colerain Avenue opposite Northgate Mall. Resolution No. 393 permitted up to 123,500 square feet of commercial and related uses in no more than six buildings, plus a gasoline service station. It also governed building height, access, parking, circulation, screening, lighting, and final engineering and planning review.
The record follows the center from the 1969 rezoning through extensions and 1973 final-plan work, construction plans, and sign enforcement. Later actions include the 1976 sign appeal, denial of added Bill Knapp's sign area, approval of a freestanding ATM in 1990, a 6,500-square-foot retail outlot amendment in 2003, zoning verifications, tenant sign modifications, and later site and property records.
Case 2-76 revised the previously approved PD-69-6 planned retail development to establish the Northgate Square plan on the east side of Colerain Avenue. The Board found the proposal to be an improvement over the prior plan and permitted up to 72,000 square feet of commercial, restaurant, office, and related development, including one building of up to four stories for office and related uses.
Resolution No. 533 established building setbacks, widening and single-point access on Mall Drive, a 50-foot landscaped berm along Commons Drive, one freestanding identification sign for the coordinated center, paved parking, controlled lighting, drainage and sewer review, and final-plan approval before construction. Later records document plan revisions, landscaping, Northgate Square and Bombay Bicycle Club signs, outparcel plans, and a 2022 Ninja Grill tenant fit-out.
Ewing Industries proposed to revise the approved Northgate Square development on approximately 8.6 acres north of Mall Drive. The request would have added a two-story building with 5,700 square feet of commercial space and 6,300 square feet of office space, plus a three-story, 35,200-square-foot office building, increasing total approved floor area from 69,500 to 116,700 square feet.
The submission included development plans, building plans, parking calculations, site alternatives, a revised final plan, notice materials, and agency review. Before the scheduled March 10, 1982 public hearing, the applicant withdrew the request. The Rural Zoning Commission cancelled the hearing and confirmed that no further action would be taken. The application therefore did not amend the existing EE plan or create a new Planned District approval.
Case 3-82 revised the Northgate Square planned retail development established under PD-69-6 and later modified by Case 2-76. Ewing Industries proposed two new buildings: a two-story commercial and office building and a three-story office building. The Board authorized up to 46,000 square feet of new building area, bringing the overall approved cap from 72,000 to 118,000 square feet.
Resolution No. 653 retained the 50-foot landscaped eastern berm and required approval of the relocated Mall Drive access, paved parking, controlled lighting, drainage and sewer review, an approved Final Development Plan before construction, and full compliance before occupancy. Later approvals covered Building E in 1984, a Play Time day-care out-parcel and reduced Building F in 1990, and a 1,800-square-foot Building C retail expansion with a corresponding Building F reduction in 1992. A 2007 determination calculated the remaining approved cap as 111,136 square feet after sale of the day-care parcel.
